Jean-Claude Brizard is calling for a central office reorganization that would cut 100 positions. He's also calling for more funding that would improve six underachieving schools in the so-called "Dream School" initiative.
The amendments also include proposals aimed at improving graduation rates and helping those who have already dropped out.
There are 34,000 students in the Rochester City School District. If current statistics hold up, only 39 percent of them will graduate. The district's superintendent and the school board hope these budget adjustments will begin to address what's been an ongoing problem.

Before she knew it her son, Bobby, was taken to The Hospital for Sick Children and diagnosed with Type 1 diabetes, which was formerly called juvenile diabetes.
Bobby spent five days in the hospital, save for a few hours after doctors allowed the youngster to leave to finish the playoffs, Pasternak said.
"Now he's six-foot six-inches and a healthy 24-year-old guy," she said.
But Bobby wasn't Pasternak's only child to be diagnosed with Type 1 diabetes.
